Workforce WindsorEssex Launches 2024-2025 Local Labour Market Plan – February 4, 2025
New report highlights regional workforce trends, ongoing work in the community, and provides an Action Plan to better serve jobseekers and employers
Windsor, ON – Today, Workforce WindsorEssex, the region’s workforce and community development board, is excited to launch the 2024-2025 Local Labour Market Plan (LLMP). This comprehensive analysis covers workforce trends, challenges, and opportunities in Windsor-Essex. The LLMP includes an actionable five pillar strategy aimed at addressing the region’s labour market needs and enhancing workforce resilience.
Key Features of the 2024-25 Plan:
- Five Pillars for Action: Developed through consultations with the Workforce Advisory Committee, the Action Plan focuses on:
- Pillar 1: Education and Training – Elevate high school co-op placements and boost digital literacy.
- Pillar 2: Skilled Trades – Emphasize sector marketing to youth, promote apprenticeships, and target apprenticeship completion.
- Pillar 3: Meaningful Employment – Broaden employment for priority groups, enhance women’s workforce participation, and foster language skills.
- Pillar 4: Employer Supports – Facilitate knowledge sharing, retention strategies, and leadership training.
- Pillar 5: Promising Sectors – Amplify workplace learning, Health Care leadership training, and manage transitions in Manufacturing.
- Labour Market Insights:
- Population Growth – Between 2021-2023, Windsor-Essex grew by 28,105 people making its growth rate of 6.4% over two years the 7th fastest growing census division in Ontario.
- Labour Market Challenges – Despite record employment levels, the region faces an 8.8% unemployment rate, underscoring the need for enhanced alignment between workforce skills and employer demand.
- Top Growing Occupations – Occupations that saw the most significant growth from 2023 to 2024 include: Shelf Stockers (+207 positions), Industrial and Manufacturing Engineers (+156 positions), Medical Administrative Assistants (+134), Wholesale Sales Reps (+108), and Registered Nurses (+79).
- Top Growing Sectors – In 2024, the Transportation and Warehousing sector experienced the highest rate of employment growth over 2023 data at 53%. This was followed by Construction at 23%, and Other Services at 22%. Accommodation and Food Services increased by 10%. Both Educational Services and Professional Services saw a 4% increase.
Community partners are invited to attend the Community Action Planning Event on February 20, 2025 where the report authors will walk through the findings and facilitate discussions on opportunities to support the area workforce.
The 2024-2025 LLMP provides an update on the local labour market, including information on demographics, the labour force, Employment Ontario services, and industry in Windsor-Essex, following a detailed review and analysis of available data from Statistics Canada, Employment Ontario, and online job postings, as well as consultations conducted by Workforce WindsorEssex. Additional consultations took place with the Workforce Advisory Committee to determine the relevant approaches and needs to address the priority issues identified in the Action Plan. By examining this data, Workforce WindsorEssex was able to showcase the current state of the local labour market in Windsor-Essex, detailing trends, challenges, and opportunities related to the labour market in our region.
