A 2009 study commissioned by Workforce WindsorEssex and carried out by PricewaterhouseCoopers (PWC) with funding from the Ontario Ministry of Training, Colleges and Universities indicated that the Windsor-Essex Parkway (WE Parkway) project will create a significant number of jobs 


Despite the fact that it is difficult to accurately predict the exact number of incremental jobs created, the Federal and Provincial Governments, the PWC study and numerous newspaper articles have predicted, based on widely accepted formulas, that the local economy will experience considerable job growth as a result of the Windsor-Essex Parkway (WE Parkway). Workforce WindsorEssex has developed this manual to help our community prepare to fill the jobs that are created and thus make sure that our economy receives maximum benefit from the Parkway construction project. 


This 134-page manual sets out the typical areas of job creation in a large infrastructure project and the possible pathways to employment. It is our hope that the people of Windsor-Essex, especially those who are unemployed or underemployed, will use it as a first step in their research on the project. It will then be important to examine the accompanying sources and make contact with industry leaders to make informed career decisions.
